when a neighbor moves in all topology information is initially exchanged

after that, no more periodic visits from your neighbor

when your neighbor changes, he/she will only impart those changes (partial update)

if your neighbor dies, and is then resurrected, he/she will give you a full update  about the whole near death experience (brilliant white light, sense of calm, or if he/she is a new adjacency)

eigrp uses split horizon rules by default
